Life#
Born in Kemaliye (Eğin) in 1834/35 (AH 1250), Hasan Tahsin Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Work began in Shkodër (İşkodra) in 1861/62, at about 27, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The annual lists begin in 1863/64, with Hasan Tahsin as an official (Memur) in Shkodër. Next came Niš (Niş) from 1864 to 1868, then Kazanlak (Kızanlık) from 1868 to 1875. The annual lists then follow Hasan Tahsin to Karadeniz Ereğli and Sivas from 1875 to 1879, with a rise to Seyyar Mufettis in 1876/77, then Van from 1880 to 1899, with a rise to chief director (Başmüdür) in 1882/83. The last posts were in Tripoli (Trablusgarp) from 1899 to 1903. Few officials served on three continents (Africa, Asia and Europe); fewer than 2 per cent of the 5,200 officials with a place of service did.
Pay rose from 500 kuruş a month in 1863/64 to a peak of 3,000 in 1887/88, as Başmüdür in Van, when 97 per cent of paid officials earned less. In all, 40 years of salary come to 953,976 kuruş, 3.7 times the median official's, a level reached by fewer than 3 per cent of the 3,805 officials paid for five years or more.
