Life#
Huseyin Sevki Efendi was born in Volos (Golos) in 1835/36 (AH 1251), into the Muslim (Müslüman) community. Work began in Askeriye in 1851/52, at about 16. The first annual entry, for 1863/64, places Huseyin Sevki in Volos, the birthplace, as Ticaret Mahkemesi Baskitabeti, where the entries run to 1872/73. Huseyin Sevki then moved to Kibris and Ioannina (Yanya) from 1875 to 1880, with a rise to Asar Muduru in 1877/78 and to Asar Mufettisi in 1878/79. The last posts were in Yemen from 1885 to 1888. Yemen, about 3,400 km from Volos, was the post farthest from the birthplace; only 36 of the 5,162 officials with a known birthplace and place of service served as far from home.
Pay rose from 500 kuruş a month in 1863/64 to a peak of 4,500 in 1878/79, as Asar Mufettisi in Ioannina, when 98 per cent of paid officials earned less. The peak lasted a single year; the next list gives 3,500 kuruş. Over 18 years the salaries add up to 406,800 kuruş, 3.3 times what an official on the median salary earned, a level reached by fewer than 4 per cent of the 3,805 officials paid for five years or more. The final annual entry is for 1887/88. Huseyin Sevki received a rank (rütbe).
