Life#
Haci Lutfullah Bey was born in Erzurum in 1822/23 (AH 1238) into the Muslim (Müslüman) community; the father was a customs official (gümrük memuru). Schooling took four years, at a school for young children (Sıbyan Mektebi).
The annual lists begin in 1859/60, with Lutfullah as a soldier (Asker) in Pasinler (Hasankale). Lutfullah then moved back to Erzurum, the birthplace, from 1860 to 1866, then Kars in 1866/67. From 1868 to 1883 the annual entries place Lutfullah again in Erzurum, first as Ticaret Mahkemesi Baskitabeti, from 1879/80 as 2. Ticaret Mahkemesi Riyaseti.
Pay rose from 800 kuruş a month in 1859/60 to a peak of 2,000 in 1879/80, as 2. Ticaret Mahkemesi Riyaseti in Erzurum, when 93 per cent of paid officials earned less. Over 24 years the salaries add up to 340,800 kuruş, 2.1 times what an official on the median salary earned, a level reached by fewer than 8 per cent of the 3,805 officials paid for five years or more. The final annual entry is for 1882/83. An entry in "Erzurum vilayeti doğumlu Osmanlı uleması Bab-ı Meşihat Arşivi ulema sicil ..." by SİNAN ÇAKMAK (2023) probably refers to Lutfullah, since the name, the birthplace and a place of service agree.
