Life#
Born in Edirne in 1823/24 (AH 1239), Mehmet Tevfik Efendi came from the Muslim (Müslüman) community; the father was a clerk (ketebe). At about 19, in 1843/44, Mehmet Tevfik began work in the Mahkeme Kalemi in Edirne, with four unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1855/56, with Mehmet Tevfik as Bascavus in Edirne, the birthplace, where the entries run to 1865/66. Mehmet Tevfik then moved to Samokov in 1866/67, as a director of the second grade (2. Müdür), and Stara Zagora in 1867/68, then Plovdiv (Filibe) from 1868 to 1875. Next came Kazanlak (Kızanlık), Sliven (İslimiye) and Ioannina (Yanya) from 1875 to 1878, with a rise to director of the first grade (1. Müdür) in 1876/77. From 1878 to 1903 every annual entry places Mehmet Tevfik again in Edirne. Entries spanning 49 years are rare, reached by only 17 of the 5,211 officials.
Pay rose from 250 kuruş a month in 1856/57 to a peak of 1,300 in 1876/77, as 1. Müdür in Sliven, when 87 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 1,200 kuruş. After the last annual entry, for 1902/03, the list of 1903/04 (AH 1321) gives the status word Vefat (death).
