Life#
Born in Niğde in 1824/25 (AH 1240) into the Muslim (Müslüman) community, Haci Mustafa Efendi was the child of a religious scholar (ulema). Schooling took four years, at a school for young children (Sıbyan Mektebi); Mustafa also wrote Turkish and spoke Arabic.
Work began in Serres (Siroz) in 1868/69, at about 44, paid from the start, on 750 kuruş a month. Of the 5,128 officials whose age at first work is known, 19 started at 44 or older. The first annual entry, for 1868/69, places Mustafa in Serres as Bastahsildar. Next came ten places in 14 years, from Drama to Nea Zichni (Zihne), with a rise to 2. Temyiz Mahkemesi Riyaseti in 1869/70 and to Asar Eminligi in 1877/78. From 1883 to 1889 the annual entries place Mustafa in Petrich (Petriç), first as a tithe official (Aşar Memuru), from 1886/87 as a district governor (Kaymakam). Few officials served in as many places; fewer than 2 per cent of the 5,200 officials with a place of service did.
The salary went from 750 kuruş a month in 1868/69 to 2,500 in 1878, the peak, as Kaymakam in Vidin, when 93 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 1,750 kuruş. The final annual entry is for 1888/89.
