Life#
Haci Tahsin Efendi was born in Trabzon in 1841/42 (AH 1257), into the Muslim (Müslüman) community. At about 16, in 1857/58, Tahsin began work in the Rusumat Kalemi in Trabzon, paid from the start, on 150 kuruş a month. The annual lists begin in 1869/70, with Tahsin as a customs official (Rüsumat Memuru) in Trabzon, the birthplace, where the entries run to 1871/72. Next came eight places in 21 years, with a rise to Gumruk Muduru in 1888/89 and to Rusumet Mudur in 1891/92, then a return to Yemen from 1892 to 1896. Tahsin then moved to Baghdad (Bağdat) from 1898 to 1908. The last posts were in Erzurum from 1908 to 1910. Nine provinces on two continents in all, a number reached by fewer than 2 per cent of the 5,200 officials with a place of service.
The salary went from 150 kuruş a month in 1869/70 to 6,000 in 1892/93, the peak, as Rusumat Nezareti in Yemen, when 99 per cent of paid officials earned less. Over 36 years the salaries add up to 1,291,560 kuruş, 5.9 times the median official's, a level reached by 32 of the 3,805 officials paid for five years or more. The peak was 40 times the first salary, a rise matched by fewer than 2 per cent of the 2,859 officials paid for ten years or more. The final annual entry is for 1909/10.
