Life#
Born in Trabzon in 1843/44 (AH 1259), Mehmet Tevfik Efendi came from the Muslim (Müslüman) community; the father was a head of a sub-district (nahiye müdürü). Work began in the Tahrirat Kalemi in Trabzon in 1858/59, at about 16, paid from the start, on 150 kuruş a month. The annual lists begin in 1858/59, with Mehmet Tevfik in the correspondence office (Tahrirat Kalemi) in Trabzon, the birthplace. Mehmet Tevfik then moved to Giresun and Bulanık from 1864 to 1867, then back to Trabzon from 1868 to 1872. The annual lists then follow Mehmet Tevfik to five places in 14 years, then back to Erzurum from 1888 to 1891. The last posts were in İskenderun in 1894/95 and Edirne in 1895/96 and İskenderun again in 1896/97.
The salary went from 150 kuruş a month in 1858/59 to 6,000 in 1882/83, the peak, as Rusumat Nezareti in Baghdad, when 99 per cent of paid officials earned less. In all, 27 years of salary come to 819,744 kuruş, 4.7 times the median official's, a level reached by fewer than 2 per cent of the 3,805 officials paid for five years or more. Pay rose to 40 times the first salary; fewer than 2 per cent of the 2,859 officials paid for ten years or more rose as far. The final annual entry is for 1896/97. Mehmet Tevfik received a rank (rütbe).
