Life#
Born in Kütahya in 1824/25 (AH 1240), Ali Rıza Efendi came from the Muslim (Müslüman) community. Work began in the Gumruk Kalemi in Istanbul in 1849/50, at about 25, paid from the start, on 250 kuruş a month. The first annual entry, for 1859/60, places Ali Rıza in Istanbul in the Gumruk Kitabeti, where the entries run to 1879/80, with a rise to official (Memur) in 1860/61. The last entry, for 1880/81, names neither a title nor a place.
Pay rose from 400 kuruş a month in 1859/60 to a peak of 600 in 1865/66, as Memur in Istanbul, when 46 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 540 kuruş. Over 22 years pay ended where it began, at 400 kuruş; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The last annual entry is for 1880/81; the list of 1897/98 (AH 1315) gives the status word Vefat (death). An entry in "Sicill-i Ahval Defterleri'nde Osmanlı Dönemi Kütahyalı memurlar" by MUSTAFA KOCAKAYA (2018) probably refers to Ali Rıza, since the name, the birthplace and the archive register and page agree.
