Life#
Born in Kütahya in 1849/50 (AH 1266), Osman Nuri Bey came from the Muslim (Müslüman) community. The annual lists begin in 1871/72, with Osman Nuri in the council clerkship (Meclis Kitabeti) in Kütahya, the birthplace, where the entries run to 1879/80, with a rise to assistant at a court of first instance (Bidayet Mahkemesi Muavini) in 1879/80. Next came Malatya in 1880/81, then a return to Kütahya from 1881 to 1886. Osman Nuri then moved to five places in ten years, with a rise to Istinaf Mahkemesi Muddei Umumi in 1891/92. The last posts were in Ankara from 1896 to 1899.
The salary went from 500 kuruş a month in 1871/72 to 3,150 in 1898/99, the peak, as Istinaf Mahkemesi Muddei Umumi in Ankara, when 99 per cent of paid officials earned less. An entry in "Meşihat arşivi belgelerine göre Hüdavendigâr Vilâyeti Kütahya sancağı uleması (1850-1923)" by RUMEYSA ŞENSOY (2019) probably refers to Osman Nuri, since the name, the birthplace and a place of service agree.
