Life#
Born in Ürgüp in 1843/44 (AH 1259) into the Muslim (Müslüman) community, Mehmet Hilmi Efendi was the child of a tradesman (esnaf). Schooling took four years, at a school for young children (Sıbyan Mektebi); Mehmet Hilmi also attended the telegraph school.
At about 25, in 1868/69, Mehmet Hilmi began work in Istanbul, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1869/70, with Mehmet Hilmi as a communications official (Muhabere Memuru) in Bolu, where the entries run to 1873/74. Mehmet Hilmi then moved to Kalecik in 1874/75, as a director of the third grade (3. Müdür), and Kastamonu in 1875/76, then İnebolu from 1876 to 1881. From 1881 to 1902 every annual entry places Mehmet Hilmi in Kütahya, with a rise to director of the second grade (2. Müdür).
The salary went from 400 kuruş a month in 1869/70 to 800 in 1881/82, the peak, as 2. Müdür in Kütahya, when 77 per cent of paid officials earned less. In all, 34 years of salary come to 273,480 kuruş, 1.3 times what an official on the median salary earned in those years. The final annual entry is for 1901/02.
