Life#
Born in Istanbul in 1843/44 (AH 1259) into the Armenian Christian (Ermeni) community, Manuk Filcancıyan Efendi was the child of a tradesman (esnaf). At about 22, in 1865/66, Manuk Filcancıyan began work in Istanbul, with four unpaid years as a mülazım (apprentice) before a first salary of 720 kuruş. The first annual entry, for 1869/70, places Manuk Filcancıyan in Diyarbakır as an official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti). From 1870 to 1889 the annual entries place Manuk Filcancıyan in Beyoğlu. A career like this is rare; fewer than 10 per cent of the 1,586 officials whose entries span 20 years or more kept one title throughout.
The salary went from 720 kuruş a month in 1869/70 to 750 in 1876/77, the peak, as Muhaberat-ı Ecnebiye Memuriyeti in Beyoğlu, when 63 per cent of paid officials earned less. Over 21 years pay ended below where it began, 675 kuruş against 720; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. The last annual entry is for 1888/89; the list of 1889/90 (AH 1307) gives the status word Vefat (death).
