Life#
Born in Istanbul in 1844/45 (AH 1260) into the Muslim (Müslüman) community, Mehmet Emin Efendi was the child of a tradesman (esnaf). Schooling took four years, at a school for young children (Sıbyan Mektebi); Mehmet Emin also attended the telegraph school.
Mehmet Emin began work in Istanbul in 1868/69, at about 24, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1870/71, with Mehmet Emin as an official (Memur) in Istanbul, the birthplace. Next came Gjirokastër (Ergiri), Denizli and Çanakkale from 1871 to 1874, then a return to Istanbul from 1874 to 1879. Mehmet Emin then moved to Başkale from 1880 to 1882, then Van from 1882 to 1894. The last posts were in Bitlis and Kastamonu from 1894 to 1906 and Hudavendigar in 1906/07, with a rise to assistant inspector (Müfettiş Muavini) in 1894/95 and to BasmudurV. in 1901/02. Few officials served in as many provinces; fewer than 3 per cent of the 5,200 officials with a place of service did. Entries spanning 38 years are rare, reached by fewer than 5 per cent of the 5,211 officials.
The salary went from 250 kuruş a month in 1870/71 to 1,580 in 1901/02, the peak, as BasmudurV. in Kastamonu, when 95 per cent of paid officials earned less. The last annual entry is for 1906/07.
