Life#
Born in Siverek in 1850/51 (AH 1267), Mehmet Şakir Efendi came from the Muslim (Müslüman) community; the father was an imam. Schooling took four years, at a school for young children (Sıbyan Mektebi).
At about 15, in 1865/66, Mehmet Şakir began work in Tercan (Mamahatun), with four unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1869/70, places Mehmet Şakir in Tercan as a communications official (Muhabere Memuru), where the entries run to 1871/72. Mehmet Şakir then moved to Sivas from 1872 to 1879, then Saray (Mahmudiye) from 1879 to 1881. The annual lists then follow Mehmet Şakir to Van from 1881 to 1894, then Erzurum from 1894 to 1896. Next came a return to Van from 1896 to 1900, then a return to Erzurum from 1900 to 1904, with a rise to inspector (Müfettiş) and to chief director (Başmüdür) in 1903/04. The last post was in Baghdad (Bağdat) in 1904/05.
Pay rose from 400 kuruş a month in 1869/70 to a peak of 2,700 in 1904/05, as Başmüdür in Baghdad, when 98 per cent of paid officials earned less. In all, 37 years of salary come to 477,480 kuruş, 2.1 times what an official on the median salary earned in those years. The final annual entry is for 1904/05.
