Life#
Born in Istanbul in 1839/40 (AH 1255) into the Muslim (Müslüman) community, Mustafa İsmet Efendi was the child of an army major (binbaşı). At about 18, in 1857/58, Mustafa İsmet began work in Ruse (Rusçuk), with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The first annual entry, for 1859/60, places Mustafa İsmet in Ruse as a communications official (Muhabere Memuru), where the entries run to 1863/64. The annual lists then follow Mustafa İsmet to Berkovitsa (Berkofça), Svishtov (Ziştovi) and Varna from 1864 to 1869, then Shumen (Şumnu) from 1869 to 1876. Next came Skopje (Üsküp), Niš (Niş) and Isparta from 1876 to 1880, then Trabzon from 1882 to 1895, with a rise to assistant inspector (Müfettiş Muavini). The last posts were in Diyarbakır from 1895 to 1900 and Tekirdağ from 1900 to 1902. Few careers in the lists are as long; fewer than 2 per cent of the 5,211 officials have entries spanning 44 years or more. In all, 11 places on two continents, a number reached by fewer than 3 per cent of the 5,200 officials with a place of service.
Pay rose from 250 kuruş a month in 1859/60 to a peak of 1,350 in 1900/01, as 1. Müdür in Tekirdağ, when 93 per cent of paid officials earned less. The last annual entry is for 1901/02.
