Life#
Born in Kemaliye (Eğin) in 1844/45 (AH 1260) into the Muslim (Müslüman) community, Mehmet Tevfik Efendi was the child of an official of the civil administration (mülkiye memuru). Mehmet Tevfik had seven years of schooling, at a middle school (Rüşdiye Mektebi).
At about 16, in 1859/60, Mehmet Tevfik began work in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 500 kuruş. The first annual entry, for 1861/62, places Mehmet Tevfik in Gelibolu as a communications official (Muhabere Memuru). Mehmet Tevfik then moved to Edirne, Diyarbakır, Siverek and Mersin, four places in 12 years, then Tenos from 1874 to 1879. Next came Çatalca, Ioannina (Yanya), Tokat, Arapgir and Siirt, five places in eight years, with a rise to director of the second grade (2. Müdür) in 1883/84, then Van from 1887 to 1894, with a rise to assistant inspector (Müfettiş Muavini). The last posts were in Adana from 1896 to 1900. Few officials served in as many places; 38 of the 5,200 officials with a place of service did. Entries spanning 40 years are rare, reached by fewer than 4 per cent of the 5,211 officials.
The salary went from 500 kuruş a month in 1861/62 to 1,200 in 1887/88, the peak, as Müfettiş Muavini in Van, when 87 per cent of paid officials earned less. The final annual entry is for 1899/1900.
