Life#
Ahmet Rifat Bey was born in Kastamonu in 1844/45 (AH 1260) into the Muslim (Müslüman) community; the father's occupation was "telgraf naziri". Work began in Istanbul in 1863/64, at about 19, on a first salary of 20 kuruş. The first annual entry, for 1863/64, places Ahmet Rifat in Istanbul as Mazbata Memuru, where the entries run to 1878, with a rise to Zabit Memuru in 1872/73. Ahmet Rifat then moved back to Kastamonu, the birthplace, from 1878 to 1880, with a rise to Istinaf Mahkemesi Riyaseti, then Ankara from 1881 to 1887. The last posts were in Aleppo (Halep) from 1887 to 1890.
Pay rose from 20 kuruş a month in 1863/64 to a peak of 4,000 in 1878/79, as Istinaf Mahkemesi Riyaseti in Kastamonu, when 97 per cent of paid officials earned less. The peak lasted a single year; the next list gives 3,500 kuruş.
