Life#
Born in Erzincan in 1828/29 (AH 1244), İsmail Hakki Efendi came from the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi).
At about 19, in 1847/48, İsmail Hakki began work in the Nufus Kalemi in Istanbul, on a first salary of 150 kuruş. The first annual entry, for 1865/66, places İsmail Hakki in Erzincan, the birthplace, as Ticaret Mahkemesi Memuru, where the entries run to 1868/69. Next came Istanbul from 1869 to 1871, then Trabzon from 1871 to 1878, with a rise to 2. Ticaret Mahkemesi Riyaseti in 1872/73. İsmail Hakki then moved to Erzurum from 1878 to 1887, with a rise to Istinaf Mahkemesi Riyaseti. The last posts were in Van from 1887 to 1890 and Erzurum again from 1890 to 1892.
Pay rose from 250 kuruş a month in 1865/66 to a peak of 3,600 in 1878/79, as Istinaf Mahkemesi Riyaseti in Erzurum, when 97 per cent of paid officials earned less. The peak lasted a single year; the next list gives 3,500 kuruş. In all, 28 years of salary come to 787,200 kuruş, 4.3 times what an official on the median salary earned in those years, a level reached by fewer than 3 per cent of the 3,805 officials paid for five years or more. The final annual entry is for 1892/93. İsmail Hakki received a rank (rütbe).
