Life#
Born in Erzincan in 1845/46 (AH 1262), İsmail Hakkı Efendi came from the Muslim (Müslüman) community; the father's occupation was "Posta tatari". İsmail Hakkı was taught by a private teacher.
Work began in Istanbul in 1863/64, at about 17, with two unpaid years as a mülazım (apprentice) before a first salary of 600 kuruş. From 1865/66 to 1901/02 every annual entry places İsmail Hakkı in Istanbul, first as Tatar Mulazimligi, from 1880/81 in the collections office (Tahsilat Kalemi), from 1892/93 in the Deavi Kalemi and from 1900/01 in the Hukuk Musavirligi Kalemi. A career like this is rare; 11 per cent of the 775 officials whose entries span 30 years or more stayed in one place throughout. Entries spanning 38 years are rare, reached by fewer than 5 per cent of the 5,211 officials.
Pay rose from 600 kuruş a month in 1865/66 to a peak of 825 in 1895/96, in the Deavi Kalemi in Istanbul, when 84 per cent of paid officials earned less.
