Life#
Born in Istanbul in 1851/52 (AH 1268), Sezar Lanse Efendi came from the Christian (Hristiyan) community, Italian (Italyan) by nationality. Sezar Lanse had seven years of schooling, at a French school (Fransız Mektebi). In all Sezar Lanse knew four languages, French, Greek (Rum) and Italian in writing and Turkish in speech; fewer than 5 per cent of the 5,211 officials knew as many.
Sezar Lanse began work in Istanbul in 1873/74, at about 21, paid from the start, on 400 kuruş a month. From the first annual entry, for 1873/74, to 1904/05, every annual entry places Sezar Lanse in the same office, collections office (Tahsilat Kalemi), in Beyoğlu. A career like this is rare; 13 of the 775 officials whose entries span 30 years or more kept one title in one place throughout.
Pay rose from 400 kuruş a month in 1873/74 to a peak of 650 in 1878/79, when 61 per cent of paid officials earned less. In all, 33 years of salary come to 235,980 kuruş, 1.2 times what an official on the median salary earned in those years. The final annual entry is for 1904/05.
