Life#
Born in Istanbul in 1851/52 (AH 1268) into the Muslim (Müslüman) community, Ali Bey was the child of a district governor or lieutenant colonel (kaymakam). Work began in Thessaloniki (Selanik) in 1866/67, at about 15, with four unpaid years as a mülazım (apprentice) before a first salary of 100 kuruş. The first annual entry, for 1870/71, places Ali in Bitola (Manastır) as a communications official (Muhabere Memuru). Ali then moved to Thessaloniki and Serres (Siroz) from 1871 to 1876, then Gjirokastër (Ergiri) from 1876 to 1880. The annual lists then follow Ali to Vlorë (Avlonya) and Ohrid (Ohri) from 1880 to 1883, then Elbasan (İlbasan) from 1883 to 1893. From 1893 to 1906 every annual entry places Ali in Sana'a (Sana), first as Müdür, from 1896/97 as a director of the first grade (1. Müdür) and from 1899/1900 as a director (Müdür). The farthest post, Sana'a, lay about 3,200 km from Istanbul, and fewer than 2 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
Pay rose from 100 kuruş a month in 1870/71 to a peak of 2,000 in 1899/1900, as Müdür in Sana'a, when 97 per cent of paid officials earned less. In all, 37 years of salary come to 429,600 kuruş, 1.9 times the median official's. The final annual entry is for 1905/06.
