Life#
Born in Istanbul in 1871/72 (AH 1288) into the Muslim (Müslüman) community, İsmail Hilmi Efendi was the child of a tradesman (esnaf). Work began in Istanbul in 1886/87, at about 16, with five unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1891/92, with İsmail Hilmi as a communications official (Muhabere Memuru) in Malkoclar. İsmail Hilmi then moved to Al Hudaydah (Hudeyde) from 1893 to 1899, with a rise to postal official (Posta Memuru). The last posts were in Sana'a (Sana) from 1899 to 1904, with a rise to Muhabere Memuru. The farthest post, Al Hudaydah, lay about 3,200 km from Istanbul, and fewer than 2 per cent of the 5,162 officials with a known birthplace and place of service served as far from the birthplace.
Pay rose from 300 kuruş a month in 1891/92 to a peak of 1,000 in 1899/1900, as Muhabere Memuru in Sana'a, when 88 per cent of paid officials earned less. The final annual entry is for 1903/04.
