Life#
Born in Istanbul in 1854/55 (AH 1271) into the Armenian Christian (Ermeni) community, Oseb Eğerciyan Efendi was the child of a money-changer (sarraf). In all Oseb Eğerciyan knew four languages, Armenian, French and Turkish in writing and Greek (Rum) in speech; fewer than 5 per cent of the 5,211 officials knew as many.
Work began in Istanbul in 1874/75, at about 19, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1876/77, with Oseb Eğerciyan in the Tahrirati Ecnebiye Kalemi in Beyoğlu, where the entries run to 1881/82. Oseb Eğerciyan then moved back to Istanbul, the birthplace, from 1882 to 1889, with a rise to a post in the foreign accounts office (Muhasebat-ı Ecnebiye Kalemi), then Beyoğlu in 1889/90. The annual lists then follow Oseb Eğerciyan to Ioannina (Yanya) from 1890 to 1900, with a rise to official for foreign communications (Muhaberat-ı Ecnebiye Memuriyeti), then back to Beyoğlu from 1900 to 1902. Next came Gelibolu in 1902/03. The last posts were in Beyoğlu again from 1903 to 1907.
The salary went from 400 kuruş a month in 1876/77 to 800 in 1890/91, the peak, as Muhaberat-ı Ecnebiye Memuriyeti in Ioannina, when four in five paid officials earned less. The final annual entry is for 1906/07.
