Life#
Mustafa Necip Bey was born in Istanbul in 1834/35 (AH 1250) into the Muslim (Müslüman) community; the father's occupation was "kaza muduru". Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 29, in 1863/64, Mustafa Necip began work in the Defteri Hakani Kalemi in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1865/66, with Mustafa Necip as Kaza Muduru and no place named. Next came ten places in 19 years, from Gördes to Urla, with a rise to district governor (Kaymakam) in 1875/76 and to Asar Muduru in 1876/77. The last post was in Sandıklı in 1885/86. In all, 11 places, a number reached by fewer than 3 per cent of the 5,200 officials with a place of service.
The salary went from 400 kuruş a month in 1865/66 to 3,000 in 1878, the peak, as Asar Muduru in Mentese, when 95 per cent of paid officials earned less. In all, 19 years of salary come to 418,800 kuruş, 3.3 times what an official on the median salary earned in those years, a level reached by fewer than 4 per cent of the 3,805 officials paid for five years or more. The list of 1886/87 (AH 1304) gives the status word Vefat (death).
