Life#
Born in Istanbul in 1834/35 (AH 1250), İsmail Hakkı Efendi came from the Muslim (Müslüman) community; the father was an army major (binbaşı). At about 15, in 1848/49, İsmail Hakkı began work in the Evkaf Kalemi in Istanbul, with two unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1857/58, with İsmail Hakkı in the Nufus Kalemi in Istanbul, the birthplace. Next came five places in eight years, with a rise to director of the second grade (2. Müdür) in 1860/61 and to director of the first grade (1. Müdür) in 1862/63. From 1866 to 1885 the annual entries place İsmail Hakkı again in Istanbul.
The salary went from 200 kuruş a month in 1857/58 to 2,500 in 1878/79, the peak, as Mektubi Kalemi Baskitabet Muavinligi in Istanbul, when 93 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 1,600 kuruş. Over 28 years the salaries add up to 522,600 kuruş, 2.8 times what an official on the median salary earned, a level reached by fewer than 5 per cent of the 3,805 officials paid for five years or more. After the last annual entry, for 1884/85, the list of 1893/94 (AH 1311) gives the status word Vefat (death). İsmail Hakkı received a rank (rütbe).
