Life#
Born in Ankara in 1835/36 (AH 1251) into the Armenian Christian (Ermeni) community, Balyan Jozef Efendi was the child of a merchant (tüccar). Balyan Jozef had four years of schooling, at an Armenian community school (Ermeni Millet Mektebi). In all Balyan Jozef knew four languages, French and Turkish in writing and Armenian and Greek (Rum) in speech; fewer than 5 per cent of the 5,211 officials knew as many.
Balyan Jozef began work in Vidin in 1856/57, at about 21, with one unpaid year as a mülazım (apprentice) before a first salary of 750 kuruş. The first annual entry, for 1857/58, places Balyan Jozef in Vidin as an official (Memur). Next came Seddülbahir in 1858/59, then Izmir (İzmir) from 1859 to 1871. The annual lists then follow Balyan Jozef to six places in eight years, with a rise to Seyyar Mufettis in 1876/77, then Tripoli (Trablusgarp) from 1880 to 1886, with a rise to chief director (Başmüdür) in 1882/83. The last post was in Istanbul again in 1886/87. Few officials served in as many provinces; fewer than 2 per cent of the 5,200 officials with a place of service did.
The salary went from 750 kuruş a month in 1857/58 to 2,500 in 1884/85, the peak, as Başmüdür in Tripoli, when 95 per cent of paid officials earned less. The final annual entry is for 1886/87.
