Life#
Born in Plovdiv (Filibe) in 1836/37 (AH 1252) into the Muslim (Müslüman) community, Abdülhalim Bey was the child of a district governor or lieutenant colonel (kaymakam). Work began in Plovdiv in 1856/57, at about 20, with 0.25 years without pay as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1856/57, with Abdülhalim as a communications official (Muhabere Memuru) in Plovdiv, the birthplace. Next came Serres (Siroz) from 1860 to 1863, then a return to Plovdiv from 1863 to 1867. The annual lists then follow Abdülhalim to Thessaloniki (Selanik), Prizren, Edirne, Istanbul and Hudavendigar, five places in 13 years, then Rumeli sarki from 1881 to 1886. Abdülhalim then moved to Tripoli (Trablusgarp), Istanbul and Hicaz from 1887 to 1892. From 1896 to 1906 the annual entries place Abdülhalim again in Istanbul. Entries spanning 51 years are rare, reached by only 8 of the 5,211 officials. Few officials served on three continents (Africa, Asia and Europe); fewer than 2 per cent of the 5,200 officials with a place of service did.
Pay rose from 400 kuruş a month in 1856/57 to a peak of 3,500 in 1889/90, as Başmüdür in Hicaz, when 98 per cent of paid officials earned less. The last annual entry is for 1905/06; the list of 1906/07 (AH 1324) gives the status word Vefat (death).
