Life#
Emil Efendi was born in Aleppo (Halep) in 1842/43 (AH 1258) into the Muslim (Müslüman) community; the father was a merchant (tüccar). In all Emil knew four languages, Arabic, French and Turkish in writing and Italian a little; fewer than 5 per cent of the 5,211 officials knew as many.
Emil began work in Beirut (Beyrut) in 1860/61, at about 18, paid from the start, on 500 kuruş a month. The first annual entry, for 1862/63, places Emil in Beirut as a communications official (Muhabere Memuru). Next came Jaffa in 1864/65, then Lubnan from 1865 to 1871, with a rise to director of the first grade (1. Müdür). The annual lists then follow Emil back to Aleppo, the birthplace, from 1871 to 1875, then Suriye from 1875 to 1882, with a rise to inspector (Müfettiş). Emil then moved to Hicaz from 1882 to 1890. The last post was in Misir in 1890/91.
The salary went from 500 kuruş a month in 1862/63 to 2,750 in 1875/76, the peak, as Müfettiş in Suriye, when 96 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 2,500 kuruş. Over 30 years the salaries add up to 760,440 kuruş, 3.9 times the median official's, a level reached by fewer than 3 per cent of the 3,805 officials paid for five years or more. The last annual entry is for 1890/91.
