Life#
Osman Nureddin Efendi was born in Istanbul in 1833/34 (AH 1249) into the Muslim (Müslüman) community; the father's occupation was "Enderuni Humayun". At about 16, in 1848/49, Osman Nureddin began work in the Muhasebe Kalemi in Istanbul, with four unpaid years as a mülazım (apprentice) before a first salary of 10 kuruş. The annual lists begin in 1858/59, with Osman Nureddin in the Maliye Kitabeti in Istanbul, the birthplace. Osman Nureddin then moved to Constanța (Köstence) and Beirut (Beyrut) from 1860 to 1866, then Sinop from 1867 to 1873. Next came four places in eight years, with a rise to assistant inspector (Müfettiş Muavini) in 1873/74 and to chief director (Başmüdür) in 1878/79. From 1880 to 1895 the annual entries place Osman Nureddin in Hudavendigar. Few officials served in as many provinces; fewer than 2 per cent of the 5,200 officials with a place of service did.
Pay rose from 2,700 kuruş a month in 1858/59 to a peak of 3,500 in 1878/79, as Başmüdür in Baghdad, when 97 per cent of paid officials earned less. The peak lasted a single year; the next list gives 2,000 kuruş. Over 36 years the salaries add up to 887,160 kuruş, 3.8 times what an official on the median salary earned, a level reached by fewer than 3 per cent of the 3,805 officials paid for five years or more. The last annual entry is for 1894/95.
