Life#
Born in Istanbul in 1833/34 (AH 1249) into the Muslim (Müslüman) community, Ali Riza Efendi was the child of a governor of a sub-province (mutasarrıf). Few officials studied at Harbiye Mektebi; only 6 of the 5,146 officials with a school did.
Ali Riza began work in the Maliye Kalemi in Istanbul in 1847/48, at about 15. The annual lists begin in 1863/64, with Ali Riza in the accounts office (Muhasebe Kalemi) in Istanbul, the birthplace. Ali Riza then moved to Sliven in 1865/66, then Edirne from 1866 to 1872. Next came five places in 15 years, with a rise to Mutasarrif in 1873/74 and to Asar Mufettisi in 1876/77. The last post was in Sivas in 1886/87. Few officials served in as many provinces; fewer than 2 per cent of the 5,200 officials with a place of service did.
The salary went from 500 kuruş a month in 1863/64 to 7,500 in 1876/77, the peak, as Asar Mufettisi in Adana, when 99 per cent of paid officials earned less. The peak lasted a single year; the next list gives 4,500 kuruş. Over 24 years the salaries add up to 1,107,360 kuruş, 6.9 times what an official on the median salary earned, a level reached by 19 of the 3,805 officials paid for five years or more. The last annual entry is for 1886/87. Ali Riza received a rank (rütbe).
