Life#
Born in Yozgat in 1830/31 (AH 1246), Omer Rahmi Efendi came from the Muslim (Müslüman) community; the father was a farmer (çiftçi). At about 20, in 1850/51, Omer Rahmi began work in the Muhasebe Kalemi in Yozgat, paid from the start, on 30 kuruş a month. The annual lists begin in 1850/51, with Omer Rahmi in the accounts office (Muhasebe Kalemi) in Yozgat, the birthplace. Next came a return to Yozgat from 1854 to 1862. The annual lists then follow Omer Rahmi to seven places in 11 years, then back to Rumeli from 1874 to 1876. Omer Rahmi then moved to four places in five years. The last posts were in Elazığ from 1882 to 1885. Few officials served in as many places; fewer than 2 per cent of the 5,200 officials with a place of service did.
The salary went from 30 kuruş a month in 1850/51 to 5,940 in 1879/80, the peak, as Mutasarrif in Kırşehir, when 99 per cent of paid officials earned less.
