Life#
Born in Yozgat in 1840/41 (AH 1256), Mustafa İsmet Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mustafa İsmet also attended the telegraph school.
Mustafa İsmet began work in Istanbul in 1865/66, at about 25, with two unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1867/68, places Mustafa İsmet in Kazanlak (Kızanlık) as a communications official (Muhabere Memuru). Next came Brana from 1869 to 1880, then Tetovo (Kalkandelen) from 1880 to 1884. Mustafa İsmet then moved to Mardin from 1884 to 1894, with a rise to director of the second grade (2. Müdür). The last posts were in Elazığ from 1894 to 1897.
The salary went from 400 kuruş a month in 1867/68 to 1,000 in 1894/95, the peak, as 2. Müdür in Elazığ, when 87 per cent of paid officials earned less. In all, 31 years of salary come to 279,600 kuruş, 1.4 times what an official on the median salary earned in those years. The last annual entry is for 1896/97.
