Life

Hafiz Mehmet Rustu Efendi was born in Gaza (Gazze) in 1839/40 (AH 1255) into the Muslim (Müslüman) community; the father was a district governor or lieutenant colonel (kaymakam). Schooling took four years, at a school for young children (Sıbyan Mektebi); Mehmet Rustu also wrote Arabic as well as Turkish.

Mehmet Rustu began work in the Nufus Kalemi in Aleppo (Halep) in 1856/57, at about 17, on a first salary of 200 kuruş. The first annual entry, for 1867/68, places Mehmet Rustu in Istanbul as Zabtiye Tahkik Memuru, where the entries run to 1874/75. Next came Adana from 1875 to 1881, then Diyarbakır, Mosul (Musul) and Baghdad (Bağdat) from 1881 to 1890. The last posts were in Suriye from 1891 to 1894. Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.

Pay rose from 1,000 kuruş a month in 1867/68 to a peak of 7,000 in 1881/82, as Adliye Mufettisi in Diyarbakır, when 99 per cent of paid officials earned less. In all, 25 years of salary come to 1,117,200 kuruş, 6.9 times the median official's, a level reached by 20 of the 3,805 officials paid for five years or more. The list of 1894/95 (AH 1312) gives the status word Vefat (death). The honours of Mehmet Rustu were a rank (rütbe) and the Mecidi order.
