Life#
Tayyib Hilmi Efendi was born in Shkodër (İşkodra) in 1845/46 (AH 1262) into the Muslim (Müslüman) community. Albanian was rare in the service, known to 18 of the 5,211 officials.
Work began in the Tahrirat Kalemi in Shkodër in 1863/64, at about 17, on a first salary of 250 kuruş. The first annual entry, for 1867/68, places Tayyib Hilmi in Shkodër, the birthplace, as Tahrirat Kalemi Mumeyyizi, where the entries run to 1873/74. The annual lists then follow Tayyib Hilmi to eight places in 23 years, from Bitola (Manastır) to Erzurum, with a rise to Istinaf Mahkemesi Riyaseti in 1891/92 and to Adliye Mufettisi in 1895/96. The last post was in Bursa in 1897/98. Few officials served in as many provinces; 24 of the 5,200 officials with a place of service did.
The salary went from 750 kuruş a month in 1867/68 to 5,000 in 1895/96, the peak, as Adliye Mufettisi in Erzurum, when 99 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 4,500 kuruş. Over 23 years the salaries add up to 659,880 kuruş, 4.5 times what an official on the median salary earned, a level reached by fewer than 2 per cent of the 3,805 officials paid for five years or more. The final annual entry is for 1897/98. The honours of Tayyib Hilmi were a rank (rütbe) and the Mecidi and Osmani orders.
