Life#
Şefik Efendi was born in Istanbul in 1845/46 (AH 1262) into the Muslim (Müslüman) community; the father's occupation was "Enderuni Humayun". Schooling took four years, at a school for young children (Sıbyan Mektebi); Şefik also attended the telegraph school.
Work began in Istanbul in 1862/63, at about 16, with five unpaid years as a mülazım (apprentice) before a first salary of 480 kuruş. The annual lists begin in 1867/68, with Şefik as a communications official (Muhabere Memuru) in Acre (Akka). Next came Gjirokastër in 1869/70, then Arta (Narda) from 1870 to 1876. The annual lists then follow Şefik to six places in 14 years, with a rise to director of the second grade (2. Müdür) in 1882/83, then Kastamonu from 1889 to 1898, with a rise to assistant inspector (Müfettiş Muavini). Şefik then moved to Van and Sivas from 1898 to 1901. The last posts were in Istanbul again from 1901 to 1904. Few officials served in as many places; fewer than 2 per cent of the 5,200 officials with a place of service did. Entries spanning 38 years are rare, reached by fewer than 5 per cent of the 5,211 officials.
The salary went from 480 kuruş a month in 1867/68 to 1,800 in 1898/99, the peak, as an inspector (Müfettiş) in Van, when 96 per cent of paid officials earned less. The last annual entry is for 1903/04.
