Life#
Born in Kastamonu in 1856/57 (AH 1273), Ahmet Rifat Efendi came from the Muslim (Müslüman) community. Ahmet Rifat had seven years of schooling, at a middle school (Rüşdiye Mektebi).
Work began in Kastamonu in 1873/74, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 300 kuruş. The annual lists begin in 1876/77, with Ahmet Rifat as a communications official (Muhabere Memuru) in Kastamonu, the birthplace, where the entries run to 1879/80. Ahmet Rifat then moved to Karadeniz Ereğli in 1880/81, then back to Kastamonu from 1881 to 1892, with a rise to official of a telegraph or post office (Merkez Memuru) in 1891/92. The annual lists then follow Ahmet Rifat to Trabzon in 1892/93. The last posts were in Kastamonu again from 1893 to 1900.
The salary went from 300 kuruş a month in 1876/77 to 517 in 1899/1900, the peak, as Merkez Memuru in Kastamonu, when 59 per cent of paid officials earned less.
