Life#
Born in Mosul (Musul) in 1856/57 (AH 1273), Ahmet Hilmi Efendi came from the Muslim (Müslüman) community; the father was a sheikh (şeyh). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Ahmet Hilmi also wrote Turkish and spoke Arabic and Kurdish, and held a qualification (a diploma, certificate, training or decoration). Kurdish was rare in the service, known to 12 of the 5,211 officials.
Ahmet Hilmi began work in the Tapu Kalemi in Siirt in 1872/73, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1876/77, with Ahmet Hilmi as a tithe official (Aşar Memuru) in Ordu, where the entries run to 1878. The last posts were in Siirt from 1879 to 1886, first in the documents office (Evrak Kalemi), from 1880/81 in the DH 3. Kitabeti, from 1881/82 in the DH 2. Kitabeti and from 1882/83 as DH Baskitabeti.
The salary never rose above the first in the lists, 400 kuruş a month in 1876/77, as Aşar Memuru in Ordu, when 17 per cent of paid officials earned less. After ten years the salary stood below the first, 380 kuruş against 400. The last annual entry is for 1885/86.
