Life#
Born in Tokat in 1870/71 (AH 1287) into the Muslim (Müslüman) community, Osman Behçet Efendi was the child of a farmer (çiftçi). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Osman Behçet began work in Tokat in 1881/82, at about 12, with six unpaid years as a mülazım (apprentice) before a first salary of 280 kuruş. Of the 5,128 officials whose age at first work is known, fewer than 3 per cent started at 12 or younger. The first annual entry, for 1887/88, places Osman Behçet in Kastamonu as a communications official (Muhabere Memuru), where the entries run to 1904/05. The last post was in Karadeniz Ereğli in 1905/06.
The salary went from 280 kuruş a month in 1887/88 to 500 in 1905/06, the peak, as Muhabere Memuru in Karadeniz Ereğli, when half the paid officials earned less. The final annual entry is for 1905/06. Osman Behçet probably has an entry in "Sicill-i Ahvâl defterlerine göre Osmanlı döneminde Tokatlı devlet memurları ( ..." by ÜMMÜHAN UĞURLU (2013) (the name and the birthplace agree).
