Life#
Mehmet Kamil Efendi was born in Yozgat in 1843/44 (AH 1259), into the Muslim (Müslüman) community. Schooling took four years, at a school for young children (Sıbyan Mektebi).
Work began in the Mal Kalemi in Mecidiye in 1870/71, at about 27, paid from the start, on 400 kuruş a month. The annual lists begin in 1870/71, with Mehmet Kamil in the Mal Kitabeti in Çiçekdağı (Mecidiye). Next came four places in 15 years, then Dinek from 1892 to 1899. The lists have no entry for 1880 to 1885 and 1886 to 1892. Mehmet Kamil then moved back to Beyobasi from 1899 to 1901. The last post was in Dinek again in 1901/02.
Pay rose from 400 kuruş a month in 1870/71 to a peak of 600 in 1885/86, as a communications official (Muhabere Memuru) in Elassona, when 58 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 400 kuruş. Over 22 years pay ended where it began, at 400 kuruş; fewer than 7 per cent of the 2,010 officials paid for 15 years or more ended as low. In all, 22 years of salary come to 107,040 kuruş, 76 per cent of what an official on the median salary earned in those years. The final annual entry is for 1901/02.
