Life#
Mehmet Emin Efendi was born in Edirne in 1845 (AH 1261) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Work began in the Rusumat Kalemi in Uzunköprü (Cisr-i Ergene) in 1878/79, at about 34, paid from the start, on 190 kuruş a month. Of the 5,128 officials whose age at first work is known, fewer than 2 per cent started at 34 or older. Every annual entry from 1878/79 to 1907/08 places Mehmet Emin in Uzunköprü, first as a customs official (Rüsumat Memuru), from 1881/82 as Suvari Tahsildari and from 1887/88 as a transport official (Nakliye Memuru). Of the 775 officials whose entries span 30 years or more, 11 per cent stayed in one place throughout.
