Life#
Halil Nese Bey was born in Istanbul in 1830/31 (AH 1246) into the Muslim (Müslüman) community; the father's occupation was "Eski Maliye Naziri". Schooling took four years, at a school for young children (Sıbyan Mektebi).
Unpaid work as a mülazım (apprentice) lasted one year. The annual lists begin in 1866/67, with Halil Nese as Istinaf Basmumeyyizligi in Istanbul, the birthplace, where the entries run to 1876/77, with a rise to Bidayet Ceza Dairesi Azasi in 1871/72. Next came Beyoğlu and Üsküdar from 1877 to 1880, then a return to Beyoğlu from 1880 to 1884. From 1884 to 1893 the annual entries place Halil Nese again in Istanbul, first as Bidayet Ceza Dairesi Azasi, from 1891/92 as Istinaf Mahkemesi Azasi.
The salary went from 3,000 kuruş a month in 1866/67 to 4,000 in 1871/72, the peak, as Bidayet Ceza Dairesi Azasi in Istanbul, when 98 per cent of paid officials earned less.
