Life#
Mustafa Vasfi Efendi was born in Diyarbakır in 1845/46 (AH 1262) into the Muslim (Müslüman) community; the father's occupation was "Hazine Katibi". Schooling took four years, at a school for young children (Sıbyan Mektebi).
Mustafa Vasfi began work in the Maliye Kalemi in Diyarbakır in 1861/62, at about 16, with three unpaid years as a mülazım (apprentice) before a first salary of 130 kuruş. The first annual entry, for 1864/65, places Mustafa Vasfi in Diyarbakır, the birthplace, as a tithe official (Aşar Memuru). The annual lists then follow Mustafa Vasfi to nine places in 18 years, from Sivas to Yemen, then back to Sivas from 1890 to 1894. The last posts were in Edirne from 1896 to 1898, with a rise to Vilayet Mufettisi.
The salary went from 130 kuruş a month in 1864/65 to 7,500 in 1896/97, the peak, as Vilayet Mufettisi in Edirne, when 99 per cent of paid officials earned less. In all, 27 years of salary come to 959,280 kuruş, 5.5 times the median official's, a level reached by 39 of the 3,805 officials paid for five years or more. Pay rose to 57.7 times the first salary; only 21 of the 2,859 officials paid for ten years or more rose as far. The last annual entry is for 1897/98.
