Life#
Born in Aleppo (Halep) in 1847/48 (AH 1264), Mehmet Efendi came from the Muslim (Müslüman) community; the father was a tradesman (esnaf). Mehmet had four years of schooling, at a school for young children (Sıbyan Mektebi).
At about 19, in 1867/68, Mehmet began work in Aleppo, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1868/69, with Mehmet as a communications official (Muhabere Memuru) in Antakya. Mehmet then moved back to Aleppo, the birthplace, from 1874 to 1878, then Adana, Svilengrad (Cisr-i Mustafapaşa) and Idlib (İdlib) from 1878 to 1889. Next came Hama from 1889 to 1903, then Latakia (Lazkiye), Diyarbakır and Kastamonu from 1903 to 1909, with a rise to assistant inspector (Müfettiş Muavini) in 1904/05 and to inspector (Müfettiş) in 1908/09. The last post was in Aleppo again in 1909/10. Entries spanning 43 years are rare, reached by fewer than 2 per cent of the 5,211 officials. Few officials served in as many provinces; fewer than 4 per cent of the 5,200 officials with a place of service did.
Pay rose from 400 kuruş a month in 1868/69 to a peak of 1,800 in 1908/09, as Müfettiş in Kastamonu, when nine in ten paid officials earned less. The peak lasted a single year; the next list gives 1,500 kuruş. The last annual entry is for 1909/10.
