Life#
Born in Aleppo (Halep) in 1851/52 (AH 1268) into the Muslim (Müslüman) community, Fethi Efendi was the child of a doctor (doktor). Fethi had four years of schooling, at an Armenian community school (Ermeni Millet Mektebi), and wrote Arabic as well as Turkish.
At about 16, in 1867/68, Fethi began work in Aleppo, with half a year without pay as a mülazım (apprentice) before a first salary of 400 kuruş. The annual lists begin in 1867/68, with Fethi as a communications official (Muhabere Memuru) in İskenderun. Next came 13 places in 21 years, from Maarat al-Numan (Maarretünnuman) to Bartın, with a rise to Muhabere Memuru in 1884/85. The last posts were in Beirut (Beyrut) from 1888 to 1893. Few officials served in as many places; 17 of the 5,200 officials with a place of service did.
The salary went from 400 kuruş a month in 1867/68 to 650 in 1892/93, the peak, as Muhabere Memuru in Beirut, when 71 per cent of paid officials earned less. Over 26 years the salaries add up to 153,000 kuruş, about what an official on the median salary earned. The last annual entry is for 1892/93.
