Life#
Born in Niš (Niş) in 1851/52 (AH 1268), Fahri Efendi came from the Muslim (Müslüman) community; the father was a telegraph official (telgraf memuru). Work began in Niš in 1866/67, at about 15, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1867/68, places Fahri in Mostar as a communications official (Muhabere Memuru). Fahri then moved to Pristina (Priştine) from 1868 to 1873, then Gjakova (Yakova) from 1873 to 1880. Next came Sarayköy from 1880 to 1887, then Mytilene in 1887/88 and Mithymna in 1888/89. The annual lists then follow Fahri to Çanakkale from 1889 to 1898, with a rise to director of the second grade (2. Müdür). The last posts were in Istanbul from 1898 to 1904, with a rise to assistant inspector (Müfettiş Muavini). Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service. Few careers in the lists are as long; fewer than 5 per cent of the 5,211 officials have entries spanning 38 years or more.
Pay rose from 400 kuruş a month in 1867/68 to a peak of 1,000 in 1898/99, as Müfettiş Muavini in Istanbul, when nine in ten paid officials earned less. The last annual entry is for 1903/04.
