Life#
Kamil Efendi was born in Tripoli (Trablusşam) in 1851/52 (AH 1268) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Kamil also wrote Arabic as well as Turkish.
At about 15, in 1866/67, Kamil began work in Tripoli, with three unpaid years as a mülazım (apprentice) before a first salary of 480 kuruş. The annual lists begin in 1869/70, with Kamil as a communications official (Muhabere Memuru) in Beirut (Beyrut). Kamil then moved to Gaza (Gazze), Jerusalem (Kudüs) and Jableh (Cebele) from 1871 to 1876, with a rise to director of the third grade (3. Müdür) in 1875/76, then back to Beirut from 1876 to 1878. Next came Tyre (Sur) from 1878 to 1880, then a return to Beirut from 1880 to 1893. The last posts were in Jaffa (Yafa) from 1893 to 1900, first as a director of the second grade (2. Müdür), from 1896/97 as 3. Müdür.
The salary went from 480 kuruş a month in 1869/70 to 800 in 1893/94, the peak, as 2. Müdür in Jaffa, when four in five paid officials earned less. Over 32 years the salaries add up to 227,040 kuruş, 1.1 times what an official on the median salary earned. The final annual entry is for 1899/1900.
