Life#
Born in Safranbolu in 1874/75 (AH 1291) into the Muslim (Müslüman) community, İsmail Kemal Efendi was the child of an imam. Schooling took seven years, at a middle school (Rüşdiye Mektebi); İsmail Kemal also held a qualification (a diploma, certificate, training or decoration).
At about 15, in 1888/89, İsmail Kemal began work in Safranbolu, with one unpaid year as a mülazım (apprentice) before a first salary of 400 kuruş. The first annual entry, for 1889/90, places İsmail Kemal in Malkara as a communications official (Muhabere Memuru), where the entries run to 1891/92. The annual lists then follow İsmail Kemal to Edirne, Thessaloniki (Selanik), Çorum, Hama and Elazığ, five places in 11 years. The last post was in Diyarbakır in 1904/05. Six provinces on two continents in all, a number reached by fewer than 7 per cent of the 5,200 officials with a place of service.
The salary never rose above the first in the lists, 400 kuruş a month in 1889/90, as Muhabere Memuru in Malkara, when 27 per cent of paid officials earned less. Over 14 years pay ended where it began, at 400 kuruş. The last annual entry is for 1904/05.
