Life#
Born in Yozgat in 1874/75 (AH 1291) into the Muslim (Müslüman) community, Mehmet Rasim Efendi was the child of an army captain (yüzbaşı). Mehmet Rasim had seven years of schooling, at a middle school (Rüşdiye Mektebi), and wrote French as well as Turkish.
Work began in Afyonkarahisar (Karahisar-ı Sahib) in 1889/90, at about 16, paid from the start, on 200 kuruş a month. The annual lists begin in 1889/90, with Mehmet Rasim as a communications official (Muhabere Memuru) in Afyonkarahisar, where the entries run to 1892/93. Mehmet Rasim then moved to Balıkesir in 1893/94. From 1894 to 1905 every annual entry places Mehmet Rasim in Yozgat, the birthplace.
The salary went from 200 kuruş a month in 1889/90 to 400 in 1890/91, the peak, as Muhabere Memuru in Afyonkarahisar, when 28 per cent of paid officials earned less. The last annual entry is for 1904/05; the list of 1905/06 (AH 1323) gives the status word Vefat (death).
