Life#
Mehmet Rıfkı Efendi was born in Yozgat in 1874/75 (AH 1291) into the Muslim (Müslüman) community; the father was a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi); Mehmet Rıfkı also wrote French as well as Turkish and held a qualification (a diploma, certificate, training or decoration).
Work began in Denekmadeni in 1888/89, at about 15, with four unpaid years as a mülazım (apprentice) before a first salary of 200 kuruş. The annual lists begin in 1892/93, with Mehmet Rıfkı as a communications official (Muhabere Memuru) in Ankara. Next came Kayseri from 1893 to 1895, then a return to Ankara from 1895 to 1903. From 1903 to 1905 the annual entries place Mehmet Rıfkı in Keskin (Denek Madeni), with a rise to director of the third grade (3. Müdür).
Pay rose from 200 kuruş a month in 1892/93 to a peak of 540 in 1903/04, as 3. Müdür in Keskin, when 61 per cent of paid officials earned less. The last annual entry is for 1904/05.
