Life#
Rifat Necmi Efendi was born in Stara Zagora (Eski Zağra) in 1855/56 (AH 1272) into the Muslim (Müslüman) community. Schooling took seven years, at a middle school (Rüşdiye Mektebi).
Rifat Necmi began work in the Tahrirat Kalemi in Zagra-i Atik in 1870/71, at about 15, with two unpaid years as a mülazım (apprentice) before a first salary of 250 kuruş. The annual lists begin in 1872/73, with Rifat Necmi as an official (Memur) in Nova Zagora (Yeni Zağra), where the entries run to 1874/75. The lists have no entry for 1875 to 1877. The annual lists then follow Rifat Necmi to Istanbul and Yozgat from 1877 to 1882, with a rise to Kordon Memuru in 1879/80, then Durrës (Dıraç) from 1883 to 1895, with a rise to a post in the Land Registry office (Defter-i Hakani Kalemi). The last posts were in Yozgat again from 1895 to 1902.
Pay rose from 250 kuruş a month in 1872/73 to a peak of 760 in 1883/84, in the Defter-i Hakani Kalemi in Durrës, when 73 per cent of paid officials earned less.
