Life#
Born in Stara Zagora (Eski Zağra) in 1848/49 (AH 1265) into the Muslim (Müslüman) community, Mehmet Hilmi Efendi was the child of a tradesman (esnaf). Schooling took seven years, at a middle school (Rüşdiye Mektebi).
At about 20, in 1869/70, Mehmet Hilmi began work in Plovdiv (Filibe), with three unpaid years as a mülazım (apprentice) before a first salary of 380 kuruş. The annual lists begin in 1872/73, with Mehmet Hilmi as a communications official (Muhabere Memuru) in Pristina (Priştine). Next came Sjenica (Seniçe), Nova Varoš (Yenivaroş), Pristina, Gjilan (Gilan) and Brana, five places in ten years, then Radoviste from 1882 to 1899. Mehmet Hilmi then moved to Štip in 1899/1900, then back to Radoviste from 1900 to 1905. The last posts were in Bandırma from 1905 to 1907, with a rise to director of the second grade (2. Müdür).
Pay rose from 380 kuruş a month in 1872/73 to a peak of 800 in 1905/06, as 2. Müdür in Bandırma, when 78 per cent of paid officials earned less. Over 36 years the salaries add up to 247,080 kuruş, 1.1 times what an official on the median salary earned. The final annual entry is for 1906/07.
